Kampala – A 38-year-old boda boda rider Ronald Kizito Jjuuko was shot dead this Saturday morning, August 29, in Kanaaba, Ndejje, during enforcement of National Cleaning Day movement restrictions. Police say Constable Allan Okello has been arrested, and an investigation is underway to establish whether the shooting was justified and whether proper procedures were followed. Human rights activists across the country call for a prompt, independent, and transparent investigation. The right to maintain public order does not give police a licence to use lethal force arbitrarily. Any use of force must be lawful, necessary, and proportionate.
The circumstances of Jjuuko’s death must be fully established, and anyone found responsible must be held accountable.

The late Ronaldo Kizito, a boda boda rider and resident of Lusenke constituency in Luwero, succumbed to instant death due to injuries caused by a straight bullet to his head, leaving behind over 5 orphans.

Eye witnesses explained the circumstances that led to the shooting of Ronald. The rogue police officer was angry after several boda riders disobeyed his orders and refusing to clean. When Ronald appeared on his boda, Okello ordered him to get off his boada and join the Cleaning team, an order he disobeyed. What followed was a gun shot which killed Ronald instantly.

We condemn such high handedness of any kind and call on the Uganda police Force to follow the law.
